This Emission Labelling scheme is applicable only to marine spark ignition outboard engines (gasoline engines). OEDA may at some later date decide to expand the scheme to include diesel and other engines.
As stated above, the architecture of the scheme draws heavily on world standards applicable to the US EPA and replicated in Europe.
This rating scheme addresses spark ignition outboard engines for recreational craft (excluding sterndrive and inboard engines) which are intended to be sold in Australia.
The method is as described in ISA 8178: Test cycle E4.
Testing and published results from USA EPA scheme will be deemed acceptable authorities for the VELS.
Evidence of Certification claims submitted to USA EPA, or European Certification Authorities will be equally acceptable.
In the absence of the above certification an audited laboratory to National Association of Testing Authorities (NATA) standard or similar may be considered as appropriate.
The Secretariat will give written approval for each label /outboard engine matching before any label can be affixed (this will allow the Secretariat to keep an up to date database)
Progressively clean engines shall carry the following notations (as applicable):
Zero Star: An engine that has been certified at or above 250 g/kw/hr of hydrocarbon plus oxides of nitrogen. The standard must include the phrase “HIGH EMISSIONS” and a zero star symbol as shown in Figure 1.
One Star: An engine that has been certified at the hydrocarbon plus oxides of nitrogen standard listed in Table 1 of this section for Tier 1 and must include the phrase “LOW EMISSION” and a single star symbol as shown in Figure 1.
Two Star: An engine that has been certified at or below the hydrocarbon plus oxides of nitrogen standard listed in Table 1 of this section for Tier 2 and must include the phrase “VERY LOW EMISSION” and two star symbols as shown in Figure 1.
Three Star: An engine that has been certified at or below the hydrocarbon plus oxides of nitrogen standard listed in Table 1 of this section for Tier 3 and must include the phrase “ULTRA LOW EMISSION” and three star symbols as shown in Figure 1.
Four Star: An engine that has been certified at or below the hydrocarbon plus oxides of nitrogen standard listed in Table 1 of this section for Tier 4 must include the phrase "SUPER ULTRA LOW EMISSION” and four star symbols as shown in Figure 1. (Note: this is future standard - no current outboard can meet this standard)

Ptx is the power in kilowatts (kW) of the spark-ignition marine outboard engine produced for sale in Australia. Outboard Engine power must be calculated using the Society of Automotive Engineers (SAE) standard J1228, November 1991. Outboard Engine manufacturers must not determine Ptx by combining the power outputs of personal watercraft engines.
